Hello Rhonda,
You say nothing about your general healthy, but that's what I would first be interested in.
These signs and symptoms, in the first instance, don't point primarily to the degenerative change in your lower neck. That will not make your arm swell, and is very unlikely to affect your leg (though theroretically can if you have cervical stenosis - rare).
"pain in my brachial muscle swollen and numb" is worrying. Have your doctor evaluate this further. It could indeed be a circulation problem.
That pain in your tum is probably because of all the meds you are taking. Remember that over 10,000 Americans DIE every year because of a bleeding ulcer directly caused by anti inflammatory medication.
I know nothing about you, but I'm thinking of things like: how active are you, do you walk? Are you on a black and white diet, how many coloured foods like apples or spinach did you eat yesterday? What's your weight like?
A large cervical rib, not common, can affect the inter scalene triangle where the artery and vein to your arm are situated. That could make your arm swell.
Smoker? A tumour in the upper lobe of the lung can affect the arm too and make it swell.
I have a feeling you have "medical" problems in the first instance, so best stay with medicine for the present. Then start to save your pennies, because perhaps you can't afford not to consult a chiropractor for the problem in the lower neck.
