stiff neck

I got into a car accident like for almost 3 yrs now..did get a really bad whiplash...but a few months after that my neck seems fine no pain or anything...and now i'm starting to feel stiffness on the right side of my neck..not everyday but once in awhile i'll get it...it hurts to turn my head especially when driving..i dont know if its from the car accident i was in before or not.

Almost exact replicas of your story I have heard hundreds of times over the years in the practice. Of course, other things often contribute, another injury, sleeping on the tum, a scoliosis...
It's speculation obviously, but it seems highly likely that you have a spinal joint fixation from the accident, most often in the lower neck, upper back, but elsewhere too. This results in less fluid swishing around in the joints involved, and now very interesting research that this is the most common cause of "immmobilisation arthritis". What you feel is stiffness, and it will probably turn to pain in the neck, and then tingling in the arm.
I would get an X-ray of your neck, and see a local reputable chiropractor. Talks to friends and family, even your medical doctor for a name. Your condition is an everyday story for chiropractors, and prevention now is better than seeking a cure in five years time for all the arm complaints that come from this problem.
Alas, after three years it probably won't go away completely.
