why do i get a tingling pain in my leg and some fingers whenever i wake up from any sleep?

It's probably two different conditions, one in your neck and one in your lower back, but they could be related.

Start with our "lower back exercises" from Chiropractic Help every morning before getting out of bed.

Then massage your forearm, look at our Carpal Tunnel syndrome page, and you'll find a picture of the muscle in the forearm, just below the elbow.
