Left Arm Cold

The left arm, between shoulder and elbow is cold to touch (outer)...some pain upon raising arm. New

Warm/cold is a very subjective symptom, but clearly something is going wrong.

The fact that raising your arm is painful points to a shoulder condition. Probably not a frozen shoulder as it would be more than "some pain". Most likely a rotator cuff syndrome, with possible Acromio Clavicular joint involvement.

The fact that your arm feels cold points to a possible vascular problem. The most common condition would be a Thoracic Outlet Syndrome, readily treated by your chiropractor but there are other "medical" conditions.

A good examination is in order. I take it you have been in contact with the medical fraternity, so perhaps it's time to start hunting for a thorough, conscientious chiropractor. Not the one with the biggest advert! Talk to friends and family and even your doctor.
