cramping biceps when flexed and cramping shoulders when arms raised over head

why? I'm not sure, Howard, to be honest.
You make no mention of neck or back pain, so I'm assuming it's just these cramps. And not in the calf muscles and feet too? Then I would be thinking of a mineral deficiency, but very difficult to be sure which one. Often magnesium or zinc but certainly can be others too.
When you raise your arms above the head, it's possible that the nerves and artery are being affected in the so-called "scalene triangle". Type that term into the Search this site function at C-H.
Are you taking any medicines? Perhaps talk to your pharmacist, ask if it could be a side-effect.
Further, a good chiropractic examination may help to find the source of your problem.
